A great many bathrooms in older housing have tile set on paper-faced board in the shower area. The finish can be immaculate while the substrate behind it is taking on water at every joint. Rebuilding on a proper waterproof system is the single decision that determines whether the room lasts.

Undersized fans, fans ducted into an attic, and bathrooms with no mechanical extraction at all are all common. It shows up as peeling paint at the ceiling line and swollen trim. Cheap to fix during a remodel, expensive afterwards.

How do I know if my bathroom needs a full gut?
It comes down to what is behind the wet-area tile. If the substrate is sound, a new vanity, fixtures, floor and paint gets you a very different room without a gut. If it is not, finishes over failing substrate are money spent twice.
My bathroom paint keeps peeling. Is that a paint problem?
Usually it is an extraction problem. If the room cannot dry after a shower, no coating will hold at the ceiling line. Worth checking the fan before repainting.
Can you finish my basement?
Once we have established the space stays dry. We look at the foundation, the grade outside and any evidence of seasonal water before proposing framing — finishing over moisture destroys everything you install.
